President Obama-the most pro-abortion president in the history of the US- has reversed President George W. Bush’s ban on federal funding for international groups that promote or perform abortions. Now US tax payers will fund the destruction of the unborn in foreign lands.
The ban is known as the Mexico City Policy because former Republican President Ronald Reagan first introduced it at a UN conference there in 1984. It was overturned by President Bill Clinton in 1993 and then reinstated by President Bush in 2001.

I was actually surprised yesterday when President Obama ordered Guantanamo and any illegal CIA prisons that may be operating in Europe. I can understand why that would be considered a high priority.
I was very very shocked to see this occur today. However, I fail to see how or why funding for abortion should be considered such a high priority when there are people without any health care.
Federal funding CANNOT go towards abortion either in the US or globally. The funds now can go to the other practices of clinics that perform abortion, abortion counseling or referrals. The money cannot, go to any of these services. The clinics have to show extensive money trails of the funding. IT DOES NOT FUND ABORTIONS. It funds clinics that practice maternal and contraceptive health. Under the Mexico City policy, if these clinics also provide abortions, abortion counseling, or referrals they got no money for the other parts of their clinic. On January 22, 2001, President Bush reinstated the "Mexico City Policy." This policy prohibits non-governmental organizations that perform and promote elective abortions from receiving federal tax subsidies for overseas family planning programs. Since its reinstatement, pro-abortion organizations have condemned the President and made misleading claims about the impact and effect of the policy. Moreover, opponents have introduced the so-called "Global Democracy Promotion Act" to overturn it.

If the major source of contention is the grafting of ideological controversy onto an issue that enmeshes all aspects of women's reproductive health services, then perhaps finding creative solutions to untangle some of the services would be a less polarizing approach for the new administration to come out swinging with?
A 2004 RAND study indicates that US public support for women's reproductive health services internationally lags significantly behind domestic services and that this gap was growing. They further found disparity between public support for family planning services (without abortion) vs. abortion services.
